I can't open photos on MacBook Air. How can I restore photos from cloud or time machine?
If you are confident that your the photos in iCloud are up to date, then you can:

Go to Finder, pictures and click on Photos Library and see if Photos opens. If it does this is the file. Then you can close out and open Photos again and pick open other and select the file in pictures.
It doesn’t open. I get that same message. This just started two days ago. Never had this problem before. My MacBook Pro has no problem and all my photos are there and on the cloud. Only my MacBook Air
I have searched Apple Support and Google for answers to this problem since it started. I read today that it could be about permissions. I'm wondering if the Photo app is corrupted and I should delete and reinstall Photos
Yes I have a TM from Feb. Also, my photos are on the cloud and my MacBook Pro.
So I have my photos saved.
Photos will open on my MB Pro with all the photos.
Could it be that Photos has been corrupted?
My original question was, "I can't open photos on MacBook Air. How can I restore photos from cloud or time machine?"
But TM is from Feb so it's not up to date.
I'd rather restore photos from my MacBook Pro which has every photo.
Is that possible?
The cloud is also up to date, can I restore from the cloud?

Can you provide some clarity around your question? What exactly do you see on your screen when you open the Photos app?
What are trying to accomplish?

I've done that several times. I end up with the same message "The library could not be opened"
Do you have a backup on TM or other drive that you can import?
Did you try to restore the photos file in pictures from TM and see if Photos opens
