How can I Disable Game Center permanently and completely

I just migrated to a new iPad, and now every single time I launch any game it's asking me to login to Game Center. I've turned it off in iCloud, disabled notifications, and even disabled it in parental controls, but the darn thing keeps pestering.

is there anyway to rip it out by the roots? I don't use it, will never use it, and don't want it. For a company that prides itself on respecting user privacy forcing us to use a social gaming network seems really odd.
