Updated logic board

I have upgraded my 2011 MacBook Pro, and it stops at high Sierra, but if I upgrade the logic board to have higher cpu, (ram already upgraded) can I get a later version of Mac OS?

The next operating system after High Sierra is Mojave. Here are the hardware requirements for Mojave:
