Issue connecting Apple Watch series 6 to my iPhone 11

I recently bought an Apple Watch series 6 from the US to be used in India. I am not able to connect the watch to my iPhone as it is showing me the issue mentioned below.

The person that you bought this watch from needs to follow all the steps in this link;

Prepare the watch so the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to experience.
