When I do a Time Machine backup to a Seagate external hard drive, is it also backing up iCloud?

If you are using Time Machine, it should automatically back them up in addition to all of your other files, apps, and settings.

Macs do not back up to iCloud. If you have your desktop and documents folders saved to iCloud, which I believe is on by default, it will continue to keep those in iCloud and on your hard drive.
