Hello shannoncomer,

He will need to use a computer to remove the passcode then re-set up the iPhone. It will be very important that he back-up the iPhone after removing the password and before erasing the data.

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

I don’t mean to make any judgement about your father’s health but I had grandparents with severe memory issues. You may want to consider using your Apple ID to sign into his device. This would make it easier to assist with passwords or if it were ever lost. You could set up Keychain but remove autofill. Set up iCloud Keychain and iCloud Passwords - Apple Support and use Find My - Official Apple Support if he ever loses his device.

A second option which may not even be possible is adding him as a “child” for a iCloud Family group you manage. It may not even allow this since I am assuming your father is over 18 years old. If he cannot be a “child” he could still be part of a family group with you which could allow you to assist if he ever loses a Apple device an to share access for subscription services.

Family Sharing and Apple ID for your child - Apple Support

"Your email address is the rescue email address for your child’s account, and you can use it with the security questions you provided to reset a forgotten password. You can keep your your child's account more secure with two-factor authentication."

Also, I recomend providing feedback to Apple about a lack of easy options to assist adult family who may be in need. If the iCloud child option is possible with someone over 18 I recommend asking for more inclusive language or options. Product Feedback - Apple

I hope this is helpful,
