how to create new mailbox under POP setting

how to create new mailbox under POP setting

hello. my email account is set up under POP setting. And it seems I could not create new mailbox under this account. Is there a way around it as I am interested to set up my email to sort out under the Mail Preference rule option.

In Big Sur in mail if you click on the + sign you can make a new mailbox and then setup a rule for specific mail to go there.
