iCloud upgrade
I’m not able to upgrade my iCloud storage from the 5gb to 50gb. It says my account has been disabled and I have to contact iTunes support.

To answer your question though, that prompt you are describing is one that only can be resolved by Apple Support staff directly. It relates to a billing issue with your Apple ID related to iTunes and the App Store. Use the GET SUPPORT link at the top right of the page and that will point you in the right direction in order to get some assistance to resolve the issue.
