Error code 4000 trying to update the IOS on Iphone 7 plus through Itunes

Cannot do an IOS update via Itunes. I have the latest Itunes, I have restarted by computer and my Iphone, but I continually get the error code 4000

OTA works, but what good is doing an Itunes backup to your computer if you cannot do the IOS update via your computer and Itunes. I am running Windows 10

Any suggestions?

Turning off the Find My, restarting the iPhone, the Windows 10 PC and disabling the antivirus software did not help,. All attempts to update via iTunes still results in the unknown error 4000. With so many persons reporting the same problem across a wide spectrum of iPhone and iPad models I believe it is intentional by the developers at Apple.

I get the same error trying to update the iPad IOS via iTunes on our iPad on a different and much newer PC running Windows 10 and using a different Apple ID (it is my wife's'). The big difference is since this PC is all SSD and has plenty of memory, we get to the point of the unknown error of 4000 much quicker.
