Where can I report a bug or ask for an enhancement?

Today, while updating my iPhone, I realized that the update procedure can be enhanced by not starting while the phone is being used (or at least asking for a confirmation), but I don't know where can I report issues or engineering requests.

Where can I ask for modifications in Apple software? Specially, in the OS?
