I put Call fav numbers shortcut to left widget side of iphone (where the edit button is available) and know I cant use it while the screen is locked. I’ve been using it like that but now for some reason I cant (you can see my calling shortcuts here in the screen shot)

First, let's make sure that you have your iPhone's settings configured to access to you control access information from the Lock Screen.
Take a look here: Control access to information on the iPhone Lock Screen
Once you've completed the steps listed there, go to: Add widgets on iPhone and look under "Allow access to Today View when iPhone is locked"
