Sorry you have such a difficult situation.
Wondering if Photoshop the only app open on that laptop screen,
or can you switch to another active app, and then back to Photoshop to see if it helps?
OR
Being unfamiliar with Mojave ... can you swipe to another active desktop screen,
(or use Mission Control to move to another screen), and then return to see if Photoshop becomes active ?
Else:
Apple support have an article online ... you can choose Mojave as the OS at the top.
Now the first option is to Force Quit, however you may find something else in the suggestions there, that may be helpful.
