If the mouse a wireless one?

Is it charged?

If so try toggling it off and on with its switch. If that doesn't work force shutdown by holding down the Power button till it shuts down. Then reboot.

Have you tried the mouse with another Mac?

Have you tried another mouse with you Mac?

What model year is your Mac and what system are your running?

Have you tried booting into Boot into Safe Mode according to How to use safe mode on your Mac and and see if the mouse works there?

Note:  if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode.  This makes it act as a wired keyboard as will assure a successful boot into Safe Mode.
