Please tell me for sure if person from Filnland (where all health services available) buys new watch instead of broken one in Estionia (health services not available) during his vacation, could he fully activate all functions as well or location and model should be from Finland either?
If the watch is updated to a new version of watchOS in Finland, all the allowed functions for Finland should become active.

That would mean that the opposite should be true, that if one buys an Watch in a country where these functions are approved, then those functions should continue even after the watch is taken to a country where they are not approved. And yet, there are anecdotal stories in these same forums that state that as soon as the watch with these functions is updated with watchOS in the country where these functions are not approved, the functions cease to work.
So being in region where services are available is necessary?

For the ECG and Blood Oxygen apps to work on your watch the apps have to be approved by;
A. the government of the country in which the watch was bought and
B.the government of the country in which you reside.
All over this forum.
And the watch in my drawer that was bought from a country where the Ecg and blood oxygen app weren't approved,it is now a doorstop.
