The good news is Apple supports RAM upgrades on this model: Upgrade or install memory in your Mac mini - Apple Support.
You can upgrade to 16GB of RAM. Please see this RAM from Crucial or this RAM from OWC.

You say that you have 2 8GB modules installed, then that is the maximum that can be installed, 16GBs. You can't install any more than that.
Not sure what the other 2 responders are going on about, unless they didn't read your original posting properly.
It uses 1600 MHz DDR3 SDRAM SO-DIMMs. Buy them from a vendor which advertises compatibility with that model.
Faster RAM that can run at that speed will also work.
