I am being charged for aed 19.99

That shows APPLE.COM/BILL, first of all I have lost my phone a year back, I have blocked my account yet am being charged for a amount that I have not subscribed as well upon checking my apple billing account it says no purchase history, kindly explain, assist and refund.
