Resetting password on Apple account if cell phone number has changed

I was trying to setup an iwatch on my elderly mothers IPhone SE and I was looking at a block number she had on her phone and accidentally dialed it and was put into some shady group and they started spamming texts to my moms phone. I called the cell phone company and had the number changed, however, when I tried to go back and finish the watch setup of course it asked for the password. I setup her phone many months ago and she doesnt really have need for apps (shes 84) so I didnt remember the password to her Apple account. I tried the recover password and of course the only number listed was the one we had changed to get the verification. I need to be able to change the cell phone number she has on record or another way to verify her account(like email)

You'll need to recover that account.

If you don't reuse that same account you will likely one day encounter activation lock if you ever erase the phone and wish to activate it again. That was enabled if you enabled Find My on her phone. Bypassing activation lock requires her Apple ID and the password in place at the time of enabling. Or the original purchase documentation.
