My brother died, he had an iPad, we don’t have his passcode. We don’t know if he backed up his iPad, we don’t want to loose anything. Is there way to get the iPad unlocked without loosing everything? I don’t think there is any way to pay for it to be unlocked though.
While Apple can assist entry to Apple accounts, if you meet certain criteria, I'm not sure they can get into an iOS device without that passcode. See this and contact them for additional information. How to request access to a deceased family member's Apple accounts - Apple Support
