Can I use Apple iPad Pro 2021 with 5G off on Wi-Fi network?
If the Wi-Fi network is 5G, can the settings be configured on the new iPad Pro to not run on a 5G band but on a lower band instead?

Got it! If the Wi-Fi network is 5GHz only, there wouldn't be a way to change the Wi-Fi settings on the iPad to connect on a 2.4GHz band. Some routers are multi-band and transmit both a 2.4 GHz network as well as 5 GHz. If the router is transmitting both bands on separate networks, you would be able to connect to the 2.4 GHz Wi-Fi network and tap "Forget This Network" for the 5 GHz band to prevent the iPad Pro from connecting.

So we're on the same page, are you asking about connecting a iPad Pro Wi-Fi + Cellular to a 5G cellular network, or a 5GHz broadband Wi-Fi network? When connecting to a cellular data network, you may see the option in Settings > Cellular to use LTE Only. This will restrict the iPad Pro to an LTE network even when 5G is available.
