How do I transfer Photos from old iMac to new iMac?

How have you tried to transfer it?
If you have all your photos in iCloud, you can just use that to sync to the new Mac. Though it will take some time.
If not, What app were you using on the old Mac?
iPhoto?
or Photos? (which replaced iPhoto some years ago, but iPhoto still runs on MacOS Mojave and earlier).
If iPhoto, which version of iPhoto did you have? If V7 or earlier, you first need to run the library upgrader tool on the OLD mac.

Then - you copy the whole library bundle to the new mac (either via time machine backup, or external drive formatted APFS or MacOS extended), place it in the pictures folder, and open it using the Photos app. Photos will then upgrade the library for use with your new version of MacOS/Photos.
Make sure you don't delete the old library or dispose of the old mac until everything is working on the new one.

The library should have been migrated to the new Mac if you used Migration Assistant to migrate at a minimum your Other Files & Folders:
Otherwise connect the two Macs and drag the Photos library from the old Mac into the Pictures folder of the new Mac. Done.
