I think this is the area of my concern. My iPad OneDrive App is taking up 5.68GB of space on my iPad. My ICloud takers up very little space. I have cleared the cache in One Drive which helped but why am I charged fo space on One Drive?

You really need to check with Microsoft - onedrive is their product. I do not use it, but most online storage is not free, so that is most likely what you are paying for.
