Safari force quit and now want re-open

my appleID password was not recognized even after I reset it. I attempted to restart my MAC which caused a force quit on safari. The main problem now is that safari will not open

MacBook Air 13″, macOS 10.14

Try pressing and holding the shift key when launching Safari. This will launch Safari in a clean state.
