live wallpaper not working

okay so my phone is an iphone xs and i just can't seem to get live wallpapers to work this has been an issue for a long while and i used to convince my self that my phone was only lagging and that it will eventually work and forget about the problem but now it's actually bugging me, i disabled lowpower mode and made sure i selected a live photo and the photo works while i try it to use it but as soon as i lock the phone something weird happens and 3d touch just wont work and the wallpaper wont move for no reason although low power mode is disabled, 3d touch is working, the photo is a live photo enabled to work as a live wallpaper, reduce motion is is off, 3d touch is enabled as fast even works easily on the test under the measurement bar, but as soon as the phone is locked the live wallpaper wont work and i tried every possible thing i can do to enable it and it just wont work although it was working fine on my iphone 8 but something is just wrong and i cant tell what it is so help please?
