If the iPad is locked, you have forgotten the iPad Passcode - or the iPad is disabled - it is too late to attempt to backup any locally stored data. Whilst the iPad is locked, all locally stored data is encrypted and inaccessible.
iOS/iPadOS uses a fully encrypted filesystem - the encryption keys being secure stored in the iPad Secure Enclave (the iPad security chip). The iPad Passcode is the key to the Secure Enclave; when correctly entered, the passcode unlocks the encryption keys - allowing the Operating System to decrypt the locally stored data.
Is the iPad disabled, or Activation Locked?
If disabled, locally stored data has already been irretrievably lost. Unless you have a pre-existing backup of your data, from which you can restore data to the iPad, you data is forever gone.

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, or unless you can secure the cooperation of the previous owner, you’ll not be able to defeat or bypass the Activation Lock. Without documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple won’t assist - and nobody here will be able to help you.
Disabled
If your iPad is disabled, or you have forgotten your iPad passcode, you’ll need to follow this process:

You’ll need access to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Is this a Used iPad?
If so, then have the person currently logged into it, log themselves out of it.
Is this Your Account?
You are able to log in to these forums just fine. So, the user name and password to log in would be no different, given it is the same account.
