A whole week passed since Apple released the latest security updates for Mojave and Catalina and the download links for the standalone installers are still missing.
There are reports from users having installation problems after applying the SU bundle on macOS Catalina; you're absolutely right about the delay, the latest security updates for both OSes should be rewritten from scratch before being made available for download from both product support page and SU server.
Yeah that is not unusual these days, perhaps they are not up yet because as is
often the case with updates recently there is a problem that necessitates the update
to be rewritten.
And as you know from Big Sur onwards they just won't bother posting the standalone updates.
This delay is a real annoyance for many users who prefer deploying the DMG packages manually rather than using the SU prefpane or the built-in command-line tool from Terminal.
