Apple TV 4K - Ethernet flapping during sleep mode

When the Apple TV 4K is operating, it runs at 1000Mbps with no issues. When the device is powered off and goes to sleep mode, the device Ethernet interface keeps going up/down constantly. I have a Cisco 2960G switch and can see the log entries of the flapping problem. I have tried a new cable and different ports on the switch but problem still exists. I have an Apple TV HD version and it does not have this problem, and it's on the same switch and network. I don't use the Apple TV 4K everyday, but I started noticing that when I powered it on, it would not have an IP address and I would have to reboot it. As a work around, I have hard coded the ip address. I do not want to use Wifi because all my media devices are wired Ethernet. The Apple TV 4K is running version 14.6. It looks like when the device goes into sleep mode, the Ethernet interface drops down to 100Mbps when it is up long enough to verify in my switch. I have seen reports of this issue in other forums.
