You cannot create an AppleID using an iCloud email address. Every iCloud email addresses, once created, is itself an AppleID. So no iCloud email address can ever be used to make another AppleID.


You may also find that if you delete your current AppleID and make a new one with a different third party email address, that you cannot recreate that iCloud email address as it will be tied to a deleted AppleID and thus unavailable.


When you delete your AppleID, Apple deletes almost everything from your account. But they are legally required to retain your purchase history, which is tied to the AppleID. Since an AppleID is nothing more than the email address used, that may explain why people have reported unable to ever re-use the email from a deleted AppleID (it’s still tied to the retained purchase history of a now extinct AppleID).

There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID.  I have also seen posts that stated Apple told them there was a 30 day waiting period before the address could be used again.You will need to get another e-mail address to use as your Apple ID or you can try waiting 30 days to see if that works.
