You do not fix a 404 error. This is a server error beyond your control.
Find a different weather widget.
Something has changed on their end and the 404 indicztes the page is missing/deleted/moved/new address/ or no longer.

Did you wait an hour and click on it again? It might have been a temporary issue with that server page. Though I am not in Britain, I just clicked on the weather widget and it opened a weather page normally in the browser.

If you knock off the trailing server side php (everything east of the < ? > )

The problem is on the Apple side, adding locale query param (&locale=en_PL). It is not supported by weather.com. Hope someone on Apple team will clean this up, and just delete this param or clear up redirection on the IBM side.
When I click on my weather extension on macOS 11.4, it opens on weather dot com here in the US with a URL that ends with &locale=en_US. If the &locale= is not supported by weather dot com as you claim, then why is mine working just fine. If I force that &locale=pl_PL, then my local weather is in Polish.
There is no such thing as a &locale=en_PL, which is why it breaks the server-side weather dot com locale parser and returns a 404 page.
I'm just pointing out this specific URL parameter which is not recognised and automatically generated by weather widget. I suppose that OP is using same configuration as I am -> English version of macOs and Poland as a region, this is the only way to get some standard macOs features that are not supported in polish language version.
