iphone hotspot no internet

New to iphone, wanting to know how it works...

I created a hotspot on an iphone 12 and connected my Windows 10 computer to it, but while the iphone had internet access, the computer did not. I noticed that the iphone was still connected to the hotel's wifi which did NOT have internet access at that time (happens often) but the phone seems to have noticed that and automatically went to the cell network for internet access. I disconnected the iphone from the hotel wifi, leaving wifi turned on for the hotspot, and then the computer was able to access the internet through the phone. Does this make sense? Will the iphone bypass a wifi connection with no internet access and switch to the cell network automatically? Will a device (computer) connected to the iphone's hotspot always try to reach the internet through the phone's wifi connection to another network, even if it has no internet? Very curious.
