when trying to upload my photo's it says updating instead of uploading

We just added more icloud space to be able to upload my wife's photo's from her iPhone 8 into the cloud. She has a lot of photos 23,000. We followed the steps and now if I look under the photo icon where it should say upload with a bar it say updating? What do I need to do to get the photo's uploaded?
