A friend was given a 10 year old iPad

A friend was given a 10 year old iPad. We reset it to factory settings to remove all old data. Went through setup for new ID/password, 3 questions and got to Terms/Conditions. We pressed "Agree" and got popup "Cannot activate your device at this time". Verified wifi, email, and password. Anybody know what is wrong?

See if removing and erasing the iPad from the devices associated with the Apple ID via iCloud (https://icloud.com/find) resolves this. If the iPad is still listed there and still associated with the previous owner's Apple ID.

Apple also once had posted some documentation on using DFU to try to resolve a problem with an iPad 2 GSM model circa iOS 9 (archive copy), and that's another possibility here. (I'd try the DFU path here with whichever iPad this might be, if you've not already tried it.)

If that all does not work, contact Apple Support.

And as correctly stated above, you're still not going to be able to do much with this device, and few apps will work with it.

It is kind of a moot point for such an old device. There is almost no software currently available that will run on that old a device since it can only run iOS 9 or perhaps only iOS 5. Almost all the software available will require a much more recent version of iPadOS.

That device is really too old to be usable for much of anything now, especially when setting it up new with no legacy apps already on it.
