Unable to Activate iphone12 pro

I am situated in INDIA, I had bought my iphone12 pro from Dubai back in December 2020, it is HK specs with dual sim. Today, suddenly, cellular data were suspended and I had a pop up urging to update the software to iOS 14.6. I did that, I still got the same pop-up and mobile carrier services didn’t resume, I tried to restore the iPhone after saving the backup ,I landed in to “unable to activate iPhone due to SIM card being locked. I contacted my carrier, they ensured that everything is in order at their end. Nothing is locked. Why did I get this mobile data error in first place, and why is iTunes unable to activate my iPhone after complete restore?

You mentioned that you received an error message that your SIM card was locked. Contacting your carrier was the right thing to do in that situation.
