As of iOS 14.7.1 this is still an issue.
Troubleshooting completed confirming geographic location was not relevant. Forgetting devices and then pairing them once more was not a solution. Disabling/Enabling networking and restarting the phone did not solve the problem.
One note that I found on another forum was to avoid including spaces or special characters in the device name for the Air Pods Pro, however this really did not change anything.
I added the Apple Support app to the phone and spoke with the representative. I could not do a factory reset of the phone due to my not having another device to do a backup of the phone. And I refused to provide the phone to a customer support as they most commonly require you to unlock the phone and leave it with them to troubleshoot. Something that does not align with the privacy priority message from Apple leadership.
The end result was to continue forward with an express replacement shipped to me and I will now see if swapping phones with a new phone resolves the issue. Hopefully it does and the above notes will help others. Please note that I only have the limited support on the phone as I did not purchase AppleCare or AppleCare+.
I am thankful that the representative and supervisor recognized that a phone less than a year old not being able to make phone calls, was not acceptable and Apple's did their best to live up to their premium for which we all pay by purchasing Apple products.
