Wiped old phone before setting up apple ID

Hello,

I am setting up my husband's phone and I opted to wait on the apple ID set up, wiped the old phone, and then tried to put in his apple password, and then it asked me to verify 2 step authentication using a text from the old phone, which is wiped.

It says some services will not be available until apple ID is set up, and I'm worried I screwed up his phone.

He still gets calls and texts from other people (I did a test), but I don't see an authentication code in the text messages of his new phone.

Please help. Also, I have a zoom meeting in 25 minutes. Sorry.
