How do I cinq my emails between Microsoft and my iPad?

If "cinq" stays for "sync" (synchronize), you need to create an email account on your iPad in Apple Mail app.
To do that, depending on your iPad's operating system version, go to:
Settings>Passwords & Accounts (iPadOS13 or earlier)
or, Settings>Mail>Accounts (iPadOS14 or later),
and create (automatically or manually) the same email account (and related password) used on your Windows computer, by following these instructions:--> Add an email account to your iPhone, iPad, or iPod touch - Apple Support
