Why does my Apple Pay say “fraud suspected” when I’m trying to send money to a friend?

Once I try to send after the notice comes up it will not work despite saying send anyway. This is on my new phone. With my old phone however it lets me send it but through my email and not phone number. Is there a solution? As to why my new phone (12) will not let me
