MacOS Internet Recovery Error

I recently was trying to downgrade back to Catalina from BigSur since python's package manager pip3 does not support binaries for the majority of packages for BigSur. Following the common consensus, I wiped the Macintosh disk and the Mancintosh_data disk. Following that, I booted into recovery mode and the MacOS utilities menu was visible. I.e. it had options for disk manager, reinstall macOS etc. However, for some reason, some Apple engineers decided to replace "install MacOS" with "reinstall MacOS BigSur" in that menu (according to tutorials in March 2021 it was still the former). Following this I tried to use a USB to boot; however, after restarting the computer, it can only go into internet recovery mode. If I press cmd-r following restart there is only internet recovery mode. If I press only option key following restart, there is an option to install Catalina. However, if I press that, then it takes me directly to internet recovery mode. Attempting internet recovery mode, I alternate between -1008F and -2003F errors (I removed the device from find my iphone).

So... how to fix this?

The error code you quote are indicating there is not Active and operation Internet Connection. For better results connect via Ethernet Cable from Computer to Router. If not disable and must use Wifi - Disconnect all other Devices using the Wifi - want the Maximum Bandwidth only for this computer and watch for Wifi Icon when booting. Will have to Manually input Wifi Password.

Hi, thanks for your reply.

The issue is I can't get past the internet recovery phase following the restart, so I can't follow the articles you linked. I start up my Mac and apparently, there is a flashing folder. If I press any combination of recovery keys, whether that's cmd-R / option with USB, it directly takes me to internet recovery (there was no flashing folder yesterday; it just took me straight to the internet recovery phase). However, internet recovery doesn't work due to alternation of -1008F and -2003F errors.

[actually currently testing in progress]

Hi Phillip,

Quick question, I connected ethernet to the Mac but the it appears to not work. Specifically, the wifi name that usually prompts a password just recursively takes me back to the select wifi interface but the interface doesn't have a password prompt. Are there additional instructions for getting ethernet to work?
