Why can't I stop my iphone 11 (os 14.6) from auto dimming in bright light?

Settings > Accessibility > Display & Text Size > Auto Brightness = "off"

As a follow up, only happens in bright sunlight. Can’t test if this is what’s causing it or in bright sunlight, temp also increases. I put in shade and after a while I can increase brightness again… Really need to test in Arctic or something, unless Apple knows about this and it’s incorporated into OS. Happened also in earlier iPhone versions
