Why is the migration file migration done from your old Mac rather than from iCloud even if your old Mac already has iCloud syncing turned on?

When you migrate files to a new Mac, it would seem to make sense for them to load from iCloud rather than directly from your old Mac. Why is this not how it works? (according to https://support.apple.com/guide/macbook-pro/transfer-your-data-apda75cd668e/2020/mac/11)

MacBook Pro 13″, macOS 10.14

On a Mac, only the iCloud Drive folder and optionally the Desktop and Documents folder(s) are synced to iCloud.
