iPhone 12 Pro wifi calling

The iPhone shows wifi connectivity but the iPhone will not make or receive calls/texts without power cycling the device. All other Apple devices in the house works (iPad, iPhone 8 Plus, iPhone 12 Pro Max, iPhone 12). When I’m back in cellular service areas, I have to power cycle again to get T-Mobile cellular. I have tried every step on https://support.apple.com/en-us/HT204027. Please help!
