When I want to use a Live Photo in iMovie, I export from Photos with the command "File > Export > Export unmodified original".
This will save two files, the video clip, the high resolution still frame, plus an optional XPM sidecar file with the metadata.
Then I import both components to iMovie. I can use the high resolution still Frame to pan or zoom into the scene, then use the video component in my video.

You must export them as an original from the Photos app to your desktop. That will give you two files: a .jpeg and a .mov file. You can import either or both into iMovie.

Just in case anyone reading this thread is as puzzled as I was, a Live Photo is a 3 second video clip.
. . . plus a JPEG.
