Apple and Apple Store (Web or Actual Store) will not give you a payment plan without the Apple Card.

The other alternative is to use another credit card that you already have and pay for the iPhone in full. Once you have purchased the iPhone on your credit card then you can choose to pay the card issuer in installments.
