On your device, tap:

Settings > General > Software Update.

1. If it says your device is up to date there is nothing more you can do. If apps you are trying to use say you need a higher iOS version, you will need to buy a newer device if you want to run those apps or features.

2. If it says an update is available you will only be given one update selection which will be the highest available iOS version supported by your device. Click on a link below for full instructions about how to update with wi-fi or 5G, or using a computer if you have storage or connectivity issues. If the update listed is not equal to or higher than the iOS version you need to use a feature, you again will need to buy newer equipment if you want to use that feature.

An iPad 2 can only update to a version within the iOS9 range so I suspect your cannot update at all, or isf it can, only by a small amount.

iPad2, iPad3 and iPad mini1 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).

Apple ended update support for these models in September 2016. Your iPad cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed; these are 32-bit architecture devices, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2, iPad3 and iPad mini1 are obsolete.

You may wish to consider that compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad if you should you ever need reset or restore your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.

Of current models, even the entry-level iPad8 has specifications and capabilities that will massively outperform you current iPad - and is compatible with the vast majority of current Apps. Other models are more powerful still.

I hope this information provides helpful and succinct clarity as to your available options - and the limitations of your current iPad.

Your iPad is too old for any more iOS upgrades/updates.

A 2011 iPad 2 is now over 10-years old.

Sorry.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, refurbished OR used iPad models, from better known, trusted Apple product/device retailers/resellers, some locally and from on the Internet, capable of running the latest iPadOS versions.

There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.

A WHOLE LOT has happened with iPad and iOS in the past 5-10 years since the iPad 2 and iOS 9.

Sorry & Best of Luck to You!

The highest iOS version a 10-year old iPad 2 can go is iOS 9.3.5 fof WiFi ONLY versions and iOS 9.3.6 for WiFI and cellular data versions.

Current iPadOS version for all compatible iPads is iPadOS 14.6

You need, at least a 2014 iPad Air 2 or 2015 iPad Mini 4 to get this version.

That stated, Apple's WWDC is today and iPadOS 15 is coming soon and the above iPads I mentioned may not support it.

You may need an even NEWER iPad than what I have just previously mentioned.

Best of Luck to You!
