This is a limitation of iPadOS. While iPadOS and macOS have the same base technology, and the apps can share a code base, iPadOS does not support .pkg or .dmg files. If you are the app developer, you will need to re-compile the app for use on iPadOS and then submit it to the App Store.

Not really. Universal apps can run on watchOS, iOS, tvOS, iPadOS, and macOS, but the interface and experience is specific to each platform. If you're talking about apps downloaded from the internet and not the Mac App Store, you are not able to do that.
why have such a power processor in the Ipad pro if you cannot use it? seems weird
I can run my program on the M1 mac with no issue, but for a specific project i am working on they require it to work on ipad with m1 chip
