You can make FaceTime calls and calls on other VoIP Apps like Skype and Zoom to other users of those services.

If you want to make cellular voice calls, you need a paired iPhone.

And no, the cellular ipad cannot place calls on its own either. It still needs a paired iPhone.

Only if you have an iPhone and have the setting turned on in the iPhone to use the iPad to make calls.

if you have another phone connected to your apple ID it will call from your phone but will act as if your ipad is calling
