Since you've done all the steps, the last one to do is restore the iPhone after backing it up:

1. 1. Back up your iPhone: How to back up your iPhone, iPad, and iPod touch - Apple Support
   2. Restore the iPhone to factory settings using a computer. Be sure to have any passwords available that you might need, including your Wi-Fi and Apple ID password: Restore your iPhone, iPad, or iPod to factory settings - Apple Support
   3. Set up the iPhone as new to test if the behavior still happens. If it doesn't, try restoring the backup created in step 1 and check again.

If it does happen when set up as new, reach out to the Apple Support team: Contact Apple Support

Try restarting your iPhone: Restart your iPhone

Also, try removing the Messages app from where you see it by putting it back in the App Library then adding it back: Remove apps from iPhone
