Why is it that when I try to by robux it says verification add a credit card when I already used a gift card to add $20 to my account. When I try to press redeem gift card it says gift card redeeming is temporarily unavailable

Two issues here.
When you redeem a card the entire balance is placed as a credit to your Apple ID Account. You don't need to redeem it again, and you can't literally have the card on your account as a payment option as a card, it is there as a positive balance.
Apple will almost always require a credit or debit card or other valid payment method be present on your account even if something you want will actually end up being paid for by your account balance/credit.
