Can I have the picture not occupy the whole screen on a frame?

You can put a background clip in the main timeline and then place your picture in the timeline above it. Then select your picture by clicking on it, and click on the overlay button (the one that looks like overlapping squares) in the tool bar in the upper right of your screen. Select Picture in Picture from the selection box that appears. Adjust on the preview screen the size and location of the overlaid picture Click on the blue reset button to the right of the screen to apply your settings. If you make your picture smaller than the background behind it, then the picture will not occupy the whole screen. You will see the background around the edges.
