When I try to use the Picture in Picture overlay effect in my videos the yellow box that usually appears around the image to let you resize it isn't showing up. What do I do? I can still move the image around but I need to resize it. I've done this a million times in previous editing projects and I'm not doing anything different. I need help I'm on a deadline for a video and stressed.

I'm running Mojave. Applying the PiP feature creates adjustment handles at the four corners, not a yellow box.
Since your PiP feature is not working correctly, you might try deleting preferences to see of that solves it. To delete preferences, open iMovie while holding down the Option and Command keys and select to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Deleting preferences is a safe procedure that will not cause data loss or disruption to your project.
Also, you can try putting your media into a newly created project and see if PiP works there.
