I cannot open Apple weather app on my iPad.

In the history of the iPad, there has never been a default iOS weather app included with any iPad. The Apple iOS weather app is only available for iPhones. You will need a third party weather app on an iPad.

There is also no default iOS calculator app included with iPads.

If you have a recent iPad that is compatible with iPadOS , iPads have access to a Weather widget, instead of a weather app.

Incomparably is the Culprit:

Apparently, it is incompatible with your device, as the top line reads: "Not compatible with this device. See full list of compatible devices". So, you cannot use this with your device.
