Incomparably is the Culprit:

Apparently, it is incompatible with your device, as the top line reads: "Not compatible with this device. See full list of compatible devices". So, you cannot use this with your device.

If you have a recent iPad that is compatible with iPadOS , iPads have access to a Weather widget, instead of a weather app.
